Dozens of voter registration cards and personal identification cards known as "cedulas" were found by Santiago municipal workers in the sewers in the area of the Los Platanitos barrio in the lower part of the city. El Nuevo Diario reports that this is the area near the Gran Arena, the baseball field and the IDSS, the Arturo Grullon and the Women's hospitals. Municipal workers were called in because the residents of the area were complaining that the sewer had backed up with refuse thrown in by residents of the barrio. However, with the discovery of the cedulas, community leaders obtained the documents from the workers in order to take them to the Santiago Election Board, which is headed by commentator Haime Thomas Frias. The Central Electoral Board (JCE) authorized the granting of free copies of IDs for citizens in the final campaign months.
