A Special Interdiction Unit from the Department of Migration will take to the streets shortly in order to deal with the large numbers of women and children from Haiti who roam the streets begging. The announcement, carried in today's Hoy in an article by Loyda Pena, says that new program was outlined by the director of the Department of Haitian Affairs at the DGM, Demostenes Felix Paniagua, a retired admiral, who stressed that the Special Unit was currently receiving additional training. "We have never deported children, but we are not going to allow, under any circumstances, them to be used as bait for people who are begging and disturbing the peace for Dominicans."

He said that this was not a "dragnet" operation since they had intelligence information that indicated that 99% of these women were in the country illegally.
