Two Haitians were sentenced to 15 years at the Victoria Jail for abusing 12 minors aged between 8 and 14. The two, known as Willi Yan and Coldonie Pie were found guilty of labor exploitation and physical mistreatment of 12 Haitian children whose names were not revealed for legal reasons. The Prosecutor General said that four of the children were rescued by two people who took them to a home run by the National Children's Council (Conani). The children said they had been beaten and kept in appalling conditions at a house located in Los Alcarrizos. When the house was checked by the Prosecutor General, eight other children were found in the same conditions.
The Prosecutor General established the minors had been brought over from Haiti to beg on city streets. In the court case it was revealed that Willi Yan and Coldonie Pie would beat the children if they did not bring the day's cash, and would not feed them in punishment. The Haitians were sentenced for human trafficking, association with criminals, kidnapping of children, physical and psychological abuse of minors and forced labor. This is thought to be the first time a court judgment has been levied in the case of the child beggars.
