The director of the Metropolitan Transport Authority, (Amet) Major General Jose Anibal Sanz Jiminian announced that over the last year more than 700,000 fines were issued for traffic violations. He went on to say that Law 241 on Ground Transport is obsolete and called for its modification. One of the articles he would like to see changed is that which exempts taxi drivers from wearing seat belts. He said that in all developed countries the wearing of seatbelts is compulsory. Moreover, he feels that repeat offenders should be punished. PLD deputy Tobias Crespo said that whilst he understood that the law should be changed to penalize repeat offenders, at present there was no database that integrated the different categories of traffic violations such as fines, licenses, car parks or others. This would have to be created so that in a points-based system if a person had accumulated a certain level of points their license would automatically be cancelled.

A bill under study in the Chamber of Deputies also calls for driver's ed classes in Dominican schools.
