The residents of the Colonial City area of the National District are really upset by the noise created by the 60 "colmadones" and the 42 bars operating in the area. A report in Diario Libre quotes one of the residents, Luis Manuel Lebron, as saying: "I ask for God's Sake to let us live, let us live". Lebron is an elderly man who has the misfortune of living next door to "Mi Loca" a discotheque in the Colonial City that has been authorized to stay open "as long as they want."

The Colonial City Pastoral Ministry and the Neighborhood Association asked the authorities to regulate the bars, colmadones (corner stores with large outdoor speakers and serving beverages), discotheques and restaurants in the area and to stop granting permits without obtaining approval from residents.

The Colonial City Pastoral Ministry said that the authorities are granting permits to these businesses to the detriment of the lives of the residents.

Father Nelson Clark, the archpriest of the Colonial City Pastoral Ministry, complained that there is an alarming and uncontrolled growth of bars and discotheques that are granted permits without the approval of the residents.

"Among the 60 colmadones and 42 bars, of the bars registered nearly all have extended hours, which means that they can work Sunday to Sunday until 4am. How much longer are we going to have to live with the colmadones?" said Marcia Frias Calera, a representative of the Nicolas de Bari Neighborhood Association.
