With the elections past and President Leonel Fernandez ending his eight-year term in August, strong Fernandez government supporter Cardinal Nicolas Lopez Rodriguez rallied during Sunday mass against "the disorder that prevails in the country".

"I am convinced there is no authority that works in this country, neither the city government, the Police nor anything," he admonished. Recently, he has been supportive of residents of the Colonial City that call for respect to laws that fix noise decibels within the old city walls. Small bars-night clubs dot the Colonial City and keep the music and crowds going strong all night into early morning hours.

Urban architects Eric Dorrejo and Pedro Mena, as reported in Diario Libre, recommend that the businesses take sound control measures, such as installing double doors and double glass windows, and the enclosure of areas where loud music will be played. Also called for parking areas to be established, to enable free transit on old city streets. Dorrejo defended the mixed use of the Old City, saying that its attraction depends on the feel given by both the residents and the businesses. He backed that visitors be free to visit at any time of the day.
