The president of the Hacienda Commission, Tommy Galan, has reiterated his criticism of the fact that despite executive vice president Celso Marranzini's achievements in organizing the Public Electricity Corporation (CDEEE), this has not translated into any reduction in the subsidy. He complained that on the contrary, year after year, the resources demanded by the CDEEE continue to grow, and he gave the example that despite having consigned a sum equal to US$272 million in the 2012 Budget, they now have to approve US$500 million to be used to maintain the electricity system.

Galan stated that the trend should be towards eliminating the subsidy, gradually, not the reverse, and said that he would not vote in favor of the bond emission. He regretted that the state was limited in its social spending because of these expenditures. Galan says that the problem is structural, because these achievements are not consistent with the need for resources.

Speaking to legislators yesterday, Celso Marranzini, executive vice president of the Public Electricity Corporation (CDEEE) argued that the CDEEE has saved RD$102 billion thanks to the renegotiation of contracts, and has cut costs by RD$2.5 billion since he took over the helm of the entity in August 2009. Contracts that have been renegotiated include EGE Haina, Cogentrix and Itabo. Marranzini has also begun to implement pre-paid meters in barrios where people had been on fixed charges or no one paid for the service, along with other improvements.

Galan said there needed to be more structural changes at the CDEEE in order to cut costs and the growing government subsidies. The Fernandez government had budgeted US$272 million in subsidies for all of 2012. The CDEEE is now seeking another US$500 million.
