The Attorney General of the Republic (AG), Radhames Jimenez Pena, has instructed the members of the Justice Department and the auxiliary authorities to permit access of public defenders and private lawyers to the holding cells in the court houses (Palaces of Justice) and other installations where detainees and suspects in preventive custody are held. They will be permitted entry after their status has been accredited, and a registry of each person's entry and exit will be kept and any security measures that are strictly necessary will be applied.

Jimenez Pena also instructed Justice Department staff to draw up a proposal for the Protocol (or Registry) that will comply with Sentence 018/2012 by the Constitutional Tribunal. The Sentence orders the Justice Department and the Attorney General of the Republic to take all the necessary measures to ensure that the public defenders and private lawyers have access to the holding areas of suspects under arrest or preventive custody. The preparation of this Registry or Protocol will be the responsibility of the national director of Persecution at the Justice Department Amado Cedano Santana, the director of management Thalia Goldberg, and the advisor to the Attorney General, Ramon Emilio Nunez.
