The hearings on the proposal of the Complementary Budget were set back in the Senate, since the members of the joint commission that is studying the legislative bill could not reach an agreement. The stalemate relates to articles seven and five of the proposal submitted two weeks ago by the Executive Branch. The problems with the bill did not even permit the chairman of the commission, Senator Dionis Sanchez, to present "a management report" as required by Senate regulations, explaining to the full Senate body how the situation of the proposal is progressing.

Outside the session Sanchez admitted that "there is no consensus" on the contents of the bill, because there are technical things that are not clear. "The commission is working and when there is a consensus we will present our report," he said. He hinted that perhaps in the next session, on Wednesday 11 July he might be able to present the report to the Plenary of the Senate.

Nevertheless, a Diario Libre source reported that the commission had sent a new letter to the Ministry of Hacienda requesting the elimination of article seven of the proposal which authorizes the Executive Branch to incorporate into the General State Budget for 2012, though respective budgetary modifications, for expenses incurred by the implementing units of investment projects by foreign loan disbursements that have been previously approved by Congress.
