The Institutionalism and Justice Foundation (Finjus) is advising the Senate to introduce a series of major changes to the legislation for creating the Fundamental Law of the National Police. The proposals were aimed, according to Hoy newspaper, at keeping the Police from returning to practices common during the Trujillo dictatorship era. The bill introduces budgetary and administrative autonomy as well as distancing itself from the Ministry of the Interior and the Police and from the Justice Department with regard to criminal investigations.

The Finjus statement says that the proposal as it now stands represents a counter-reform that will be difficult to accommodate under a system of government that is essentially civilian, democratic and representative as established by the Constitution.

Finjus notes that the institution commanders are jealous of any outside authorities, recognizing only the authority of the President of the Republic.

They noted that the bill excludes the Minister of the Interior as the person responsible for the administration and policies of public safety.
