Dr. Bernardo Defillo, a former superintendent of Public Health and a prominent figure in medical circles, has noted a few items that Danilo Medina needs to include on his agenda when he takes the reins of power on 16 August. Defillo, quoted in an article by Altagracia Ortiz in Hoy newspaper, says that one of the major challenges for Medina will be to see that all Dominicans benefit from the social security programs. He also called for the decentralization of the hospitals from the direct control of the Ministry of Public Health.

In the long article, the doctor calls for an end to what he views as the unfairness of the social security system as currently applied under Law 87-01. He also wants the National Social Security Council (CNSS) to lose its power of veto, which he says only favors certain interests. He also supports the recommendations of foreign experts who suggest that health services under a payroll deduction regime should be placed in the private sector and the completely subsidized informal sector be handled by the government. Pending on the health agenda is for Medina to implement the primary care system as the first step in patient care by making certain modifications to Law 87-01.
