With less than a month before the change of government, the Presidency has sent a bill to the Senate that calls for the control of the sales, supply and consumption of alcoholic beverages. The proposal seeks to regulate consumption, free distribution and encourage responsible drinking. It states that in the future vendors and suppliers of alcohol will have to be licensed by the Ministry of Interior and Police. It also mandates areas where drinking alcohol would be banned, including schools, parking areas, sidewalks and streets.

The proposed hours for the sale of alcohol are 8am to 12 midnight from Sunday to Thursday and until 2am on Friday and Saturday.

The proposal bans selling alcohol to students in uniform, regardless of age, to anyone who is visibly drunk, under the effect of drugs or mentally deficient, police, military and other uniformed people and anyone carrying weapons.
