Marcos Villaman, director of the National Council for State Reform (CONARE) has warned that a poor country cannot pay government officials what it cannot afford. He called for prudence in approving the Bill to Regulate Salaries in Public Administration. "I think an exorbitant salary shows a lack of respect towards the public. If that exists it needs to be corrected because it generates serious problems of governance that should be avoided," he said, as reported in Hoy.

Carlos Manzano, deputy minister at the Ministry of Public Administration said they spent two years preparing the bill, hiring local and foreign consultants to establish the ranges of salaries at regional levels, seeking transparency in government. He said the bill sought to eliminate distortions, inequity and unfairness in government regarding salaries.

As changed in the legislature, nevertheless, the bill would accentuate the same problems of distortions, inequity and unfairness the original bill sought to correct.

The legislature was extended in order to give time to pass the bill.

Art. 140 in the 2010 Constitution establishes: "Regulation on Pay Increases. No public institution or autonomous entity handling public funds shall provide for an increase in the compensation or benefits received by their incumbents or executives, except for a period following the one for which they were elected or appointed." Thus, if salaries are increased for government officials, this will benefit officials in the next administration.
