On Tuesday 31 July the government transferred RD$500 million to the National Health Insurance (Senasa), included and approved in the complementary budget, in order to deal with its deficit and the problems of the subsidized regime, as well as with the special plan for pensioners and retirees. Francisco Dominguez Brito, the chairman of the National Social Security Council (CNSS), stated that the social role played by SENASA is very important for President Leonel Fernandez. Dominguez Brito said that Senasa is different from the other Health Service Providers (ARS) in that it has a social role also with the poorest sectors of the population through the subsidized regime.

Diario Libre quotes Dominguez Brito: "Senasa has more than a million people in the subsidized health regime. This is something no other ARS has. Senasa has to take on this role and it has to find the money from the governmental budget funds for Senasa to be financially sustainable. Because Senasa has the poorest mass of people." Dominguez Brito, who is also the Minister of Labor, said that "the Dominican people can be sure of the guarantee that the next government will continue financing the insurance."
