View Full Version : Congress fast-tracks bills for higher wages for government officers

The Senate passed yesterday the necessary two readings on the bill that would increase wages for high-ranking government officers and set caps for all institutions with the exception of the Central Bank. Wages at the Central Bank are covered by the 2010 Constitution. The salaries at the Central Bank, nevertheless, would be subject to review in two years time.

The bill was re-introduced to the Senate by president of the Senate, Reinaldo Pared Perez, a close aide of President-elect Danilo Medina. It now moves to the Chamber of Deputies.

The bill establishes the President will receive a base salary of RD$450,000 a month, the presidents of the Senate, Chamber of Deputies, Supreme Court and Constitutional Court will receive a salary of RD$400,000. The president of the Superior Electoral Court will make RD$375,000, the president of the Chamber of Accounts RD$350,000. Government ministers, the attorney general, the legal advisor to the Executive Branch and the controller general will make RD$300,000. The yet to be named People's Ombudsman will make RD$250,000.

The bill also provides some limits on the use of credit card expenditures paid by the government. The government officers would be limited in their expense accounts to a maximum of 15% of their base salary, with the exception of the President, Vice President, presidents of the Senate, Chamber of Deputies, Supreme Court of Justice, Constitutional Court, Superior Electoral Court, Chamber of Accounts and Central Electoral Board. Gasoline allotments are capped to 10% of base salary, with the exception of the President and Vice President.

The bill rules that government officers are banned from holding more than one paid government job, nor can carry out other paid jobs, with the exception of work in teaching, cultural activities, sports or research.

Those infringing these new dispositions would face being banned from government work for five years. In the case of misuse of government expense money, the officer will be required to restore the funds to the treasury. The bill requires that guidelines for the application of this law be prepared within six months time.
