View Full Version : Haitians await their Dominican cedulas

In a press release, the Movement for a Civil Register Free of Discrimination reiterated yesterday, 2 August, that contrary to what the president of the Central Electoral Board (JCE), Roberto Rosario Marquez has said, thousands are arbitrarily being dispossessed of their Dominican nationality.

They said that Rosario used lies to cover up the systematic violations of the Constitution.

They went on to say that as well as the 101 Dominicans from El Seibo, who the court ordered should be given their national identity cards (cedulas), and the 28 from San Pedro de Macoris in the same situation, there were thousands more who fell into the same category across the country and who should have cedulas without the need for a costly legal process.

They condemned the JCE for not facilitating the process of issuing the documentation as established by law, nor carrying out the courts' decisions and instead holding hostage those who have claimed their right to Dominican identity in the courts.

They argue that the intransigence of the JCE was so obvious that not only courts in this country had condemned their attitude, but also other institutions including the Inter-American Institute of Human Rights, the Mission of Electoral Observers of the OEA, the Committee of Human Rights of the United Nations and Amnesty International, all of whom had expressed their deep concern for the policies of denationalization that are carried out against Dominicans of Haitian descent.

The United Nations representative Valerie Julliand advocates that the Dominican Republic apply a migratory amnesty to benefit Haitian immigrants. The position of the Department of Immigration is that the individuals should regularize their status as Haitian residents and then seek naturalization as Dominicans.
