The director of the Customs Department (DGA) says that used clothing imports are not banned in the Dominican Republic. The business has boomed in recent years, increasing from 9,574 metric tons in 2005 to 43,287 metric tons in 2011. DGA director Rafael Camilo says that the business is controlled by six leading importers: DM Group and Saerat Investment (Pedernales), Triple AAA (La Vega, El Seibo and Los Alcarrizos-Santo Domingo), World Wide Clothing (San Pedro de Macoris, Modas del Sol (San Cristobal, Alista Trading (Villa Jaragua). The largest importer is DM Group that imports 81.2% of the total volume.

Camilo said that it is impossible to ban used clothing imports because of the social impact it would have and because of political patronage and populism. He said that senators and deputies made up the National Border Development Council. The importation of used clothing from Haiti is a major boom for the border-based businesses. The Border Development Council is the government entity that approves the companies that can import used clothing.

He also said the imports are protected by two laws n Law 28-01 and the free zone law.

He said there has been a misunderstanding in the handling of the information by the media. He said that Customs has restricting imports of cargo consolidators, after confirming that some people were importing goods for commercial use and not personal use. He mentioned that one person imported 52 boxes of shoes, 10 used refrigerators and 10 bags of rice.

Camilo admitted that used clothing imports benefit the poor, but affect the national apparel industry, small tailor shops and seamstresses and importers of new clothing.

He backs finding a compromise and controlling companies already in operation.
