A suggestion made by a Haitian sociologist that the border between the Dominican Republic and Haiti should be an open frontier has been soundly rejected by diverse sectors. The suggestion made by Paul Joseph Batiste follows one made by the representative of the United Nations Development Program (UNDP), Valerie Julliand, who suggested an amnesty for the Haitians residing in the Dominican Republic, but this, too, was described as unsuitable, disrespectful and without legal basis. The rejection was voiced by Vice President Rafael Alburquerque, the director general of Migration, Jose Ricardo Taveras, and the former Minister of the Armed Forces, Jose Miguel Soto Jimenez. Also joining in were spokespersons from several political parties. Alburquerque said that no country in the world has an open frontier.
