Yesterday, Thursday 9 August, the Senate approved the second reading of a bill that will create the Organic Law of the Armed Forces. The bill includes a reduction of the number of generals from 300 to 40 and changing the name of the National Army to the Dominican Army, and the War Navy to the Dominican Navy.

The bill establishes there will be 20 Army generals, 10 in the Navy and 10 in the Air Force.

It also establishes that the head of the Armed Forces will be the minister and creates a new role, that of the Commander General of the Combined Armed Forces, who will be second in command, above the deputy ministers who represent each of the three individual institutions.

The proposal will now go to the Chamber of Deputies, noting that the Minister of the Armed Forces will only have a two-year appointment and will have to then retire, unless another two-year term is confirmed by Presidential decree.

The rank of general will only be for ten years, and then retirement is compulsory, unless they are sill in active service at the end of that period. The same will apply to colonels and captains of ships.

The bill states that retirement after 25 years is voluntary but at 40 years is obligatory and that promotions and retirements will be made once a year on February 27.
