The Dominican Alliance Against Corruption (ADOCCO) says that each kilometer of the Coral Highway that links La Romana with Punta Cana cost Dominican taxpayers RD$222 million. Brazilian company Odebrecht is building the highway that was inaugurated by President Leonel Fernandez last week. As reported in El Dia, ADOCCO says that the original contract had estimated the cost at US$272.2 million, but was modified to increase the cost to US$360 million and then to US$400 million. ADOCCO describes the cost as exorbitant.
ADOCCO says that the addendum to the contract that allowed for the increase in the cost violates Art. 31 of the Procurement Law 340-06 that establishes that the contractor can change, reduce, or increase the original contracted amount by up to 25%.
ADOCCO called for the Chamber of Accounts to carry out an audit to determine the degree of irregularities in the contracting and construction of the Coral Highway.
