Economist Bernardo Fuentes said on Monday, 20 August that Medina's inaugural speech left most people with the perception that a new tax reform would consist of increasing taxes while making government spending more efficient.

The economist said that he sees President Medina installing an honest and more austere government that will generate public confidence.

He noted that the new President did not provide an outline for what he expected given the magnitude of the problems that he and his administration are facing. Finally, Fuentes expressed high praise, according to El Nuevo Diario, for the "strategy of a clear vision" regarding the 4% of GDP for education. He praised the fact that the government is not just going to dump a lot of money into education but will use it in a structured way.
