Subero warns President about property titles

Former Chief Justice of the Supreme Court of Justice, Jorge Subero Isa, is warning the President that his proposed National Property Titles Strategy is unconstitutional. The former judge said that if this were to be introduced as one of the principal goals of this administration, it would undermine judicial security and property rights. The former chairman of the Judicial Branch Council added that they are dealing with an extremely serious situation, because the project seeks to take the Registration of Titles and the property Jurisdiction and pass them to the Ministry of Hacienda. In Subero Isa's judgment, article 5, clause 6 on Judicial Security contradicts some of the articles of the proposal and with other dispositions. It is his opinion that there can be no judicial safety when the property that you own can be acquired by prescription (by possession only). This means that anyone whose property is not correctly registered might have the property taken over by the state. "This is unconstitutional," said Subero Isa.
