View Full Version : Government austerity announced, more taxes to come

Following last week's announcements of belt-tightening in the government, President Danilo Medina is calling on a broad range of sectors to meet for the announcement on taxation, the so-called "integral tax reform" or Fiscal Pact. Medina announced that his Fiscal Pact Commission would be made up by the Minister of the Presidency, Minister of Hacienda, Minister of Economy, the Central Bank Governor, and the Budget and the Tax Department (DGII) directors.

The Fiscal Pact was harmonized and forms part of agreements reached with private sector representatives and established in the National Development Strategy 2010-2030. The strategy was passed in Congress as a law. The overall tax reform will seek to secure funds for government development plans over the next 20 years.

Consultations will take place with the Economic, Social and Institutional Council that was convened for a Thursday, 30 August meeting. The Council is composed of leading business organizations, such as the National Business Council (Conep), the National Hotel & Tourism Association (Asonahores), the Dominican Association of Free Zones (Adozona), the Association of Industries (AIRD), the Dominican Association of Public School Teachers (ADP), the Foundation for Institutionalism and Justice (Finjus), and many others.

The council is included in the 2010 Constitution that reads in its Art. 251: Economic and Social Council. The social pact or agreement is an essential tool to ensure the organized participation of business, labor and other interest groups in building and strengthening permanent domestic tranquility. The council will issue suggestions to be considered by the government.

The ruling party has the majority in Congress so decisions are expected to pass promptly.
