As of yesterday, Monday 27 August, the number of people displaced from their homes as a result of the rains from Tropical Storm Isaac totaled 29,875, while the number of houses affected was 6,693 and the communities cut off by floodwaters from rivers and streams reached 116. The Emergency Operations Center (COE) reported that 27,620 of the people who were displaced were staying with friends and relatives and 2,255 were in official shelters. The report noted that 5,524 houses were flooded, 1,097 were partially damaged and 72 were completely destroyed.
Although the rains caused by Isaac were considerably lighter yesterday, the COE kept its Red Alert in place for nine provinces, the Yellow Alert for six, and the Green Alert for another five provinces, due to ground saturation and the warning that there is a low-pressure trough to the northeast of the island that will cause rains over a large part of the country this afternoon and tonight. The official agency warned residents of hilly areas to be alert to the risk of landslides, since the ground is over-saturated. "Any rains that fall at this time could cause landslides... and we are also asking the people who are at high risk to abstain from crossing rivers, streams or creeks with a large volume of water," said COE director, General Juan Manuel Mendez Garcia.
The provinces still under Red Alert are the National District, Pedernales, Barahona, Santo Domingo, Monte Plata, San Cristobal, Peravia (Bani), Duarte (San Francisco de Macoris) particularly the Lower Yuna Basin, and Azua. This last province has the highest number of communities that are cut off, with 52, followed by Monte Plata with 17 and Barahona with 11. The rest are in the provinces of Sanchez Ramirez (Cotui), Samana, Ocoa, Peravia, Santo Domingo and Duarte.
