Members of the Association for Oily Ship Withdrawals (slop in the argot of the trade) stated yesterday, Tuesday 28 August that the nine tank trucks that were seized by the authorities in the Port of Haina Oriental on Tuesday 21 August were not carrying contraband fuels as was claimed by the Ministry of Industry and Commerce. They were carrying what is called "slop", consisting of residue from the bilges and fuel tanks of ships and cannot be dumped into the sea. Essentially it is some type of oil (either fuel or lubricants) mixed with seawater. Juan Carlos Paredes from the Association said that the companies work at cleaning out the fuel tanks of the ships that reach the port, removing burnt oils and the oily residues that remain. They have certificates from the Ministry of the Environment and from the Port Authority to carry out this work. He added that they have been doing this work for 20 years.
