The Central Electoral Board (JCE) is working with the Ministry of Education on a plan to provide identification cards (cedulas) to children from the age of 12 onwards. This will enable identification of youngsters who are caught committing crimes. JCE president Roberto Rosario said that for this initiative, they took into consideration a suggestion by the National Police to help address the problem of identifying minors.

"We are suggesting the provision of cedulas as of the age of 12 because this will help identify young people and will also help a lot in the implementation of the state's social plans by effectively identifying beneficiaries," he said. Rosario added that in order to carry out the identification process and issue the card, they are suggesting a modification that allows the JCE, in agreement with the Education Ministry, to issue the document. "Until now, the cedulas for minors have been issued to 16-year olds and now we are suggesting it for 12-year olds," he said, while answering questions from a panel of Diario Libre reporters.
