A public hearing held by the National District City Council's Traffic and Urban Movement Commission to approve recommendations made in the study ordered to international consultant firm ImTraff by Odebrecht to better organize the flow of traffic in the city by banning left turns. In response a group of store owners have issue a call for experts to prepare another study with the common good rather than private interests in mind.
During the hearing, Angelo Gino of Cerarte expressed his concern. He said that driver education would be more effective than the changes that are being proposed.
Local residents also joined in the discussion because, as they said, the changes suggested so far would change their way of life.
Architect Cristobal Valdez criticized the measures saying it is the same old discussion that has been held since the 1970s. He said: "...we will be discussing the same things until we realize that the city is not for cars but for citizens," as reported in Diario Libre. Architect Luis Guzman said that "the proposal gives priority to the through traffic, and does not take into account local residents and their access to the particular infrastructure in the region."
Their views were opposed by the honorary representative of the Transport Reorganization Office (OPRET), Oneximo Gonzalez, who said that the changes would seem strange at first but that people would soon understand the reasoning behind them. The commander of the Metropolitan Transport Authority (AMET), Major General Jose Anibal Sanz Jiminian was also in favor of the measures.
Architect Kalil Michel said that eliminating the left turns contradicts the purpose of the recent construction of center lane underpasses by Odebrecht, and would convert the 27 de Febrero into a speedway within the city.
