President Danilo Medina has officially launched his new Literacy Plan, declaring that education is a basic right for the whole population. He said that although the government only has limited resources, it is responsible for protecting the most vulnerable and guaranteeing basic rights. The program is scheduled to start on 7 January 2013 and the goal is to achieve almost total literacy in two years.

He went on to say that according to the latest estimates, around 700,000 people over the age of 15 could not read or write and that illiteracy led to poverty and social exclusion. It was an embarrassment for the country and it was time to change the situation, stated Medina.

The President said that "Quisqueya Learns with You", as well as being a literacy plan, would also give people the chance to complete their basic education in a range of flexible programs. Participants would have the option of continuing beyond getting their high school certificate.

Some 25,000 volunteer facilitators will work in the program, mostly university students and high school seniors who will receive special training.

The announcement of the start of the program took place at the Presidential Palace in the presence of several high-ranking figures, including Vice President Margarita Cedeno de Fernandez, First Lady Candy Montilla de Medina, the ministers of Education, Higher Education, Youth, the Presidency, Women, the Armed Forces, and the Chief of Police.
