A legacy of the eight-year Fernandez government, the Dominican Republic has again scored badly on the World Economic Forum's report card. News commentator Juan Bolivar Diaz reports in Hoy that the DR was confirmed as the world leader in corruption, lack of reliability of police services and low quality of education.
The country is ranked 105th of 144 countries globally, and in Latin America and the Caribbean, the DR is ranked 19th of 25 participating countries. While the Dominican Republic moved up five places overall in the World Economic Forum Global Competitiveness Report 2012-2013 compared to the previous year, the country has maintained its top ranking in the areas of quality of government spending. The report places the Dominican Republic 144th of 144 in favoritism in decisions by government officials and wastefulness of government spending, and 142nd in diversion of public funds. Other factors dragging the Dominican Republic down to such a low score on the World Economic Forum report card are the reliability of police services (143) and the business cost of crime and violence (127).
The World Economic Forum defines the top ten most problematic factors for doing business in the country as corruption, inefficient government bureaucracy, access to financing, tax rates, inadequately educated workforce, crime and theft, restrictive labor regulations, poor work ethic in national labor force, tax regulations, inadequate supply of infrastructure.
The Dominican Republic fares above average in quality of air transport infrastructure (41), general government debt as % of GDP (41), cooperation in labor-employer relations (43), availability of financial services (48), soundness of banks (30), FDI and technology transfer (31), control of international distribution (46), quality of air transport infrastructure (41), quality of port infrastructure (51), strength of investor protection (52).
President Danilo Medina, who began his term on 16 August 2012 after Leonel Fernandez's eight years in government, has begun to take measures to correct the excessive spending, attributed greatly to political patronage.
