President Danilo Medina sent a legislative proposal to Congress yesterday, Tuesday 11 September, defining the makeup and role of the Economic and Social Council (CES). President Medina is complying with Art. 251 of the 2010 Constitution that states that the composition and operation of the Economic and Social Council needs to be established by law.

The Council is described in the 2010 Constitution as an essential tool to ensure the organized participation of business, labor and other interest groups in building and strengthening permanent domestic tranquility. The Economic and Social Council was created to promote social peace, as an advisory body to the Executive Branch on economic, social and labor matters.

The bill establishes that the head of the Council cannot belong to any political party. The CES will meet the second week of each month, and the President of the Republic will appoint the chairman for a four-year term. The legislation also defines the qualifications of the secretary general and other positions. The Council will be composed of more than 50 members, with 15 from the labor sector, 15 from the business sector and 15 from social organizations. Monsignor Agripino Nunez Collado currently heads the CES on an honorary basis.
