The hundreds of small, nearly invisible government entities, which function as part of the nation's bureaucracy, cost the government almost RD$5 billion a month in salaries. Some of the offices have as little as just one employee and others have a couple of dozen people collecting paychecks. They comprise about 260,000 of the government's employees. As an example, the Technical Provincial Office of Salcedo has a single employee with a salary of RD$11,900 a month. The Implementation Unit of ISPRI, CNNC and SEREX have two employees and the payroll is RD$26,666 a month. The International Advisory Commission on Science and Technology, an entity which has five employees and a payroll of RD$81,000 a month, the Presidential Commission on Pharmaceutical Policies has seven employees and a payroll of RD$135,000 and the Board of Directors of the Luis E. Aybar Hospital has six employees and a payroll of RD$155,814.12 each month.

The Controller General web page lists more than 480 decentralized entities. Many experts believe that there is a lot of duplication of work and that ministries should absorb many of these tiny units. The total state payroll is now at 609,525 employees.
