Speaking to reporters on Tuesday 11 September, the president of the Senate, Reinaldo Pared Perez (PLD-National District) said the government was doing all it could to reduce spending and that the time has come for fiscal reform. The government is hoping to receive an injection of funds from the International Monetary Fund (IMF) after talks resumed this week. He said that fiscal reform was definitely on the cards and argued that the Dominican tax burden was barely 13%, a level unheard of in Latin America, so it should be increased by 4%.

Private sector groups say that the tax burden would be higher if the government used the same parameters as other countries in Latin America. Furthermore, the World Economic Forum 2012-2013 Global Competitiveness Report indicates that high tax rates are one of the most problematic factors for doing business in the Dominican Republic. The report points to corruption, inefficient government bureaucracy, diversion of public funds, and wastefulness of government spending as areas where money could be saved instead of increasing the tax burden.

Pared Perez, who is secretary general of the ruling PLD party, also commented on the difficulties with special interest groups, but said that it was in the government's best interest to take the bull by the horns as far as the electricity problem was concerned, even though certain sectors are saying it is so bad it cannot be fixed.
