Santiago has received 80% of funding granted by the Reformed Government Enterprises Patrimonial Fund (Fomper). In contrast, only Hato Mayor and Tamayo received funds from the agency with one project each. El Caribe points out that this took place under the administration of Jose Izquierdo, commenting that funding decisions "appeared to be marked by Izquierdo's political interests, as he was bidding for the PLD candidacy for Santiago city mayor. According to the fund's website, after Izquierdo took over the Fonper on 10 March 2011, Santiago became the major beneficiary of his largesse. Of the 10 projects funded by Fonper during his brief tenure, eight went to Santiago: A softball field in Janico, a funeral parlor and a community hall in Monte Adentro, he spent RD$80 million on a sports pavilion in Cienfuegos, and the Santiago Water and Sewer Corporation (Coraasan) was able to expand its service in the southern part of the city. In September 2011, President Fernandez inaugurated the Don Bosco Industrial Polytechnic Institute. Fonper is authorized to use the earnings that the state receives from reformed enterprises like Ege-Haina, Ege-Itabo, Molinos de Ozama, La Tabacalera and other companies from the old Dominican Corporation of State Enterprises (Corde).
