On Saturday, more than 300 formerly undocumented Haitians received documents that identify them as legal Haitian citizens. This initiative by the United Nations Refugee Agency (UNHCR), the European Union and the Haitian government brings to over 4,000 the number of Haitians who have been provided with proper identification papers. According to the UNHCR representative in the Dominican Republic, Gonzalo Vargas Llosa, the documents will permit their holders to legalize their residence status in the Dominican Republic, and improve their lives.

Most Haitians living in the Dominican Republic do not have legal documentation of any kind, which is common in Haiti. In the past, the Haitian Embassy had made it difficult for the Haitians to regularize their status as Haitians. The lack of identity papers is a national problem in Haiti. In the past the Haitian government made it difficult for citizens to get legal ID papers through the Haitian Embassy in the Dominican Republic, but the program is a small step in this direction. The parents' lack of legal identity has caused major problems when enrolling their children in school.
