After two readings yesterday, Tuesday 18 September, the Chamber of Deputies passed a legislative proposal aimed at controlling the export of scrap metals, both ferrous and non-ferrous, as well as batteries using acid-lead cores. 94 legislators voted in favor and 9 voted against, with 37 abstentions. According to El Caribe, the basic idea behind the legislation is to put a halt to metal theft. As anyone will note, manhole covers, electric wires, pieces of national monuments and even suspension cables from the Duarte Bridge are subject to being taken for sale as "scrap."

The issue of the used car batteries stirred the most heated debates since local industry is in favor of the export of the old batteries and some local "recyclers" seem to want to keep the old batteries here.
