Yesterday afternoon, Wednesday 19 September, the Chamber of Deputies approved the bill to modify seven articles within the Code for the system of Protection of the Right of Children and Young People (the Minors' Law) in two readings.
The first reading had 99 votes in favor, four against and nine abstentions and the second had 95 for, eight against and eight abstentions. The bill will now return to the Senate.
The proposed reforms include an increase in maximum jail time from three to 10 years for crimes committed by juveniles between the ages of 13 and 15, and from five years to 15 years for offenders between the ages of 16 and 18.
The time for investigation of minors is proposed to increase from 10 to 30 days, and minors can be prosecuted for murder, aggravated burglary, grevious bodily harm, sexual assault and drug trafficking.
The president of the Justice Committee, Demostenes Martinez, said that it would help fight crime and delinquency. Deputy Teodoro Ursino Reyes said that the country could not go on protecting minors who killed, raped and robbed.
