The United Nations High Commissioner for Refugees says that 1,561 people residing in the Dominican Republic are defined as in need of international protection. The refugees are seeking safety for themselves and their families. According to a census by the High Commissioner's Office, 99% of this total comes from Haiti, and the rest from places like Cuba, Syria, Iraq, Iran and Sri Lanka. UNHCR recognized 725 of these people's refugee status during the 1980s and 1990s. The remaining 836 are requesting protection, and they arrived between 1997 and 2005, a period during which the UNHCR had withdrawn from the Dominican Republic. This political exodus occurred after the fall of the Jean Bertrand Aristide government.

According to Listin Diario, many find it difficult to get jobs because of their undefined status, and the High Commission office is seeking to redress this situation. A Dominican government decree, Number 2330, establishes that once refugee status had been determined, the person concerned can be granted resident status.
