View Full Version : Congress stalls key laws

The heads of the two chambers of the National Congress make the most of the closing session of each legislative period to tout their achievements and the "large" number of laws that were passed. According to El Caribe, the only problem is that there are a lot more important laws stalled in the drawers of the two chambers and nothing seems to be happening. According to PRSC and PLD deputies Ito Bisono and Henry Meran there seems to be no rhyme or reason behind the delays.

The important issues that need to be dealt with include the appointment of the Public Defender, a requirement of Article 190 of the Constitution (approved in 2010 but unfilled), the Firearms Act, the Law of Popular Initiative, the Law of the Economic and Social Council, the legislation that changes the Chamber of Accounts, the law that describes the compensation of all of the organs of the State - called the Law on Salaries of the Public Sector - also a part of the Constitution.

The political parties also seem to be in agreement to refrain from passing the Law of Political Parties that seeks to regulate their operations.
