Every President tries it every couple of years. They'll scare people into doing it for a couple of months, then stop enforcing it, then everything goes back to normal.

They should start with limiting the amount of people on a motoconcho to no more than two people. I saw a motoconcho with four people on it, and one was a few months old baby. I was scared for them.

They've been doing this for years now. But it seems like the only ones who get tickets are gringos.
I got one myself back in 2010. The helmet that came with the pasola I rented was too small for my large....brain.

Absolutely! They implemented the same thing in PP a few years ago and enforced it off and on for about 6 months. There were times you'd see flat bed trucks sitting on the side of the road with several motos on it. I don't remember having seen it since then.

It was the same thing in the spring of 2011 in Sosua as witnessed on PC one afternoon. A quick spurt of enforcement and then it waned away quickly. (ignore the time stamps)

Tickets are being issued to all drivers with no helmets, but not everyday...they have not been targeting gringos in particular for the past few years.
