From what I have seen, the cops are just moving the Putas out of clear view of tourists, or other people who do not approve of it. The malecon is where the big casinos are. Chicas stand outside on the malecon and cops are moving them away while there are tons of putas inside the casinos? The cops I doubt are trying to stop the putas, they are simply moving them to less obvious place.
