Its about 30 minutes but I wouldn't walk it at night and a taxi would be about $2.

JDR is correct. Best to take a taxi at night. Maybe Cheeno or one of the regulars who live in the capital will help out?

JimmyDR and Guttaman are correct. By foot, it takes around 30 minutes. And there is construction going on on Maximo Gomez so walking will be a bit of a hassle.

Instead, call up Apollo Taxi and a ride should be around 70 to 100 pesos.

Also, when you leave the Jaragua casino, do NOT take the cabs there. They charge much more. Use Apollo.

From 10:45pm to 11pm, the Jaragua casino serves free sandwiches or rice/salad/chicken. Beer and soft drinks are free.

There is a bartender name Esther who is a nice fuck. Her shift ends at 7am.
