The activations of stolen cell phones, a common practice in the DR, has decreased by 90% after strict measures have been put in place by the Dominican Telecommunications Institute (INDOTEL), the Attorney General's Office and the National Police and the Association of Cell Phone Store Owners (ADUCITEL). Diario Libre reports that previously up to 50% of cell phones that were being registered were either stolen or illegally purchased.
