Jimmy, or anybody else who can give information:

How easy is it to travel the country?

Very Easy.

Are there express buses? A/C?

Take Caribe Tours Busline.

And comfortable?

Very

I will land in SD and check out the rest of the country later, during a 3-week period. is that a good plan?

Great place to start and finish.

Also, if you just want to relax for a few days in between traveling, in a quiet, comfortable, and pleasant environment, where would you recommend to go, and is it necessary to plan ahead and make a reservation?

There are plenty of hotels that you can just walkin to.

I take it that BB will be great for mongering but on the noisy side all the tiime, or not? What is the beach like there? Also, since i bring heavy camera equipment and laptop, I am not traveling too light, so i would have to move from a safe base to another and then use that as a base for day trips into the campo, I guess. Any comments and recommendations? What is the best way to move around in the DR? For comparison, in Cuba, which I visited many times, there is at least a good express bus service. Also, transportation by air, but expensive ($100 one way across the island).
