The National Council for Urban Affairs (Conau) has decided to restart its project to relocate people who live on the banks of the Ozama and Isabela rivers in the capital. Obviously, this comes at a time when the nation is focusing on the chaos created by Tropical Storm Noel, and Conau will present its plans to President Fernandez forthwith. The barrios that have been identified along the high-risk southern banks of the two rivers are La Zurza, Capotillo, Simon Bolivar, La Caridad, 24 de Abril, Gualey, Los Guandules and La Cienega. These barrios are also the focal point of the Safe Barrio plan, a plan designed to reduce crime in these impoverished areas. Conau has located twelve million square meters of land available for the relocation program, situated in Las Americas, San Isidro, La Caleta, the Mella Highway and the Duarte Turnpike.
