The Second Joint Tribunal of the National District has declared Luis Inchausti, his sister Grecia Peguero and Leon Lopez Mata innocent of fraud charges in connection with the RD$1.44 billion PEME case. PEME was a Minimum Wage Program during the first Fernandez administration (1996-2000). The magistrates ordered a cease and desist of all prosecution and the return of all confiscated goods. The judges issued their decision after accepting the request of the Justice Department that argued a lack of sufficient evidence to support their case. The prosecutors said that the court's decision to revoke an order for a new audit killed their chances of finding enough evidence to convict. The prosecutors pointed out that the head of the Department for the Prevention of Corruption (formerly known as Depreco), Jesus Felix Jimenez, had never ordered an audit to see if the accused were actually involved in the misappropriation of funds and to establish the true amounts involved.
