Not sure but they have internet cafes.

There is broadband internet in rooms at Cita del Sol in central Cabarete (809-571-0720, citadelsol.com). There is wifi at the restaurant at KiteExcite at kite beach. There are many many internet cafes in central Cabarete. Good luck.
