El Caribe newspaper editorial says that the fact that the Congressional and municipal elections are held separate from the Presidential election is being cited by many JCE officers as a key reason for the expected high rate of abstention and a justification for returning to combine both elections. Despite this, the writer comments that the high abstention that is expected is probably due to the low interest the Congressional and municipal election generates amongst the public anyway, primarily, due to their poor track record in working for the common good. Recent JCE studies show that over 40% of the voters will not bother to vote in the Congressional and municipal elections. The editorial writer asks whether the RD$600 million that taxpayers contribute to the election is then justified. It also mentions the way political campaigns are carried out here and wonders if the strategies and activities used are enough to motivate the voters.
