The president of the Commission to Reform the State-owned Enterprises (CREP), the superintendent of electricity, Francisco Mendez and the executive director of the Sugar Council (CEA) agreed that the capitalization process of the state-owned businesses left over from the Trujillo dictatorship has been slow. Fernando Rosa, the head of CREP agreed with Mendez and Enrique Martinez as to the slow rate of the process. According to the report only the Ozama flour mill, the Itabo energy facility and the Compania Anonima Tabacalera (CAT) have generated earnings for the state. Currently, the CREP is negotiating the lease of the Consuelo, Boca Chica and Quisqueya sugar mills. Consuelo is one of the oldest and most famous sugar mills in the Dominican Republic.
