    Everything you asked is covered in threads or posts if you do a search but I will try to answer some for you

    New Garden IS VERY chica friendly even as far as allowing freelance girls to hang out by the pool/bar area.
    Since you are staying in Sosua I'd fly into POP save the long bus ride and hassle unless STI is just a lot cheaper flight.
    I see no need to Rent a car travel around Sosua is mostly walking or a cheap moto..a taxi from POP to New Garden is cheap..another option is Sosua Suites chica friendly, AC, pool, and free to/from Airport ride
    You can google Dominican currency to see the pictures of the money exchange rates vary daily but avg now is about 39 pescos to the dollar.
