The meeting has nothing to do with any of that stuff so everything you heard are actually rumours. The ongoing meetings are to form a legal committee of downtown business owners....elect a presidents, vice and so on. The current committee is not legal because it is not registered and everything here needs a stamp. Next meeting is next week. In the long run, the committee's job will be to argue any stupid laws that turismo or the government wants to inforce.
